This PR fixes the release-please configuration to align with the existing git tag history and updates the deprecated GitHub Action.
Changes:
Fix Tag Detection: Removed package-name from release-please-config.json. This allows release-please to detect existing tags in the v0.2.0 format instead of looking for android-places-compose-v0.2.0. This prevents it from re-releasing the entire history.
Update Action: Migrated from the deprecated google-github-actions/release-please-action to the new googleapis/release-please-action.
